SENIOR COMMUNITY SERVICE EMPLOYMENT PROGRAM (SCSEP) HOST AGENCY SUPERVISORS/MANAGERS QUESTIONS & ANSWERS
1) Can I fax time sheets before the deadline date? Yes, Friday through Monday before the Tuesday deadline.
2) What is the definition of school and training hours on the time sheet? The column titles school and training is for hours the participant receives classroom training, (as apposed to community training). Some examples are computer training and ESL training. The school and training hours should be recorded on a separate time sheet and the trainer should sign the time sheet.
3) If a participant goes to their Job Club or Recertification is the time added to their Host Agency time sheet? No, participants sign a separate time sheet for Job Club and Recertification. The time sheet will be attached to their regular Host Agency hours by Quality Career Services and added together.
4) How long can a participant be enrolled in the SCSEP program? Once a participant learns what they can in their position at the host agency then they will move on to another opportunity.
5) Why train someone and then they leave? The purpose of the program is to update and/or to improve skills to prepare them for unsubsidized employment. A Host Agency can permanently hire a participant.
6) Who can approve time off of any length of time? When should QCS be notified (one day off or more)? To be excused from the host agency the participant must first give Quality Career Services and their host agency supervisor advance notice of their absence whenever possible. One month’s advance notice must be given for requests that are planned in advance, such as vacations. One week’s advance notice whenever possible must be given for other requests that are often planned on short notice, but which are not emergencies, such as routine, pre-scheduled medical appointment. (see Supervisors Handbook, page 14) It is important for the host agency and Quality Career Services to communicate.
7) If a SCSEP participant is injured on the job and receives doctors care do they need a “return to work slip” from the doctor? YES, and fax a copy to QCS.
Host Agency Worksite Agreement:
#9 Compensate enrollees for all time worked which was not expressly authorized by Quality Career Services and release Quality Career Services from liability for all conduct occurring outside of enrollee work schedules. QCS has limited funding for the SCSEP grant and specifies how many hours are allowed per week. If a participant works additional hours the Host Agency is liable for paying additional hours. Once they receive pay from the host agency they are considered an employee of the host agency and we must close their file.
#10 Make every effort to assist enrollees in obtaining employment not subsidized by Quality Career Services by providing them with job skills and training, and by considering them for employment when appropriate openings occur. The Title V SCSEP program is a work experience and training program that provides useful part-time employment and job readiness activities. Participants reestablish work skills in order to prepare for permanent employment. Although it is not a requirement of the program, we expect host agencies to seriously consider their participants for available jobs that participants qualify for.
