ABOUT HOST AGENCIES

Agencies "host" SCSEP participants
The Senior Community Service Employment Program (SCSEP) is a training and placement program for low-income, unemployed people 55 years of age or older to prepare them for unsubsidized employment in the mainstream economy. Selected nonprofit and government agencies "host" these SCSEP participants by providing a safe, stable work environment. Learn more about the SCSEP program.

How it works

  • SCSEP is funded by the U. S. Department of Labor and is established by Congress under Title V of the Older Americans Act.
  • SCSEP participants perform community service and receive job skills training at non-profits and government agencies, known as "Host Agencies".
  • Host Agencies provide participants a work and training assignment for up to 20 hours per week and Quality Career Services pays participants the federal or state minimum wage -- whichever is greater.

Win-win situation
Both Host Agencies and SCSEP participants benefit greatly from the program because:

  • Host Agencies get motivated, responsible, talented and mature workers.
  • Participants acquire skills and experience to make them more employable in the labor market.

Host agency's role
In addition to providing a safe, stable work environment, Host Agencies:

  • Provide a well-defined set of work tasks that the participant will perform and job skills the participant will learn.
  • Identify the participant's supervisor who will sign off on the participant's time sheets. Supervisors are given the opportunity to interview participants before an assignment is made.

How to become a host agency

  • Non-profit (501 (c) 3) organizations and government agencies can be Host Agencies.
  • Before Quality Career Services can assign a participant, we must have a copy of the agency's 501 (c) 3 letter from the IRS (if applicable).
  • We also need a signed Host Agency Agreement

Quality Career Services is interested in meeting with potential Host Agencies to determine if there is a good fit for participants. Please contact the Executive Director.

Participant pay cycle

  • Participants are paid every two weeks from Sunday to Saturday.
  • Participants are expected to complete their time sheets on a daily basis.
  • At the end of the pay period (Fridays for most participants), the time sheets are signed by both the participant and the supervisor and sent to Quality Career Services via mail or fax.
  • Time sheets must be received by 5 p.m. of the Tuesday following the end of the pay period. Late time sheets are included with the next payroll.
  • Participants have their choice of direct deposit or paper check.
    • Paper checks are mailed on Wednesday.
    • Direct deposit funds are available to participants on Friday.

Participant benefits

  • Participants can take up to 12 paid sick days per calendar year however, they must provide a note from a health care provider verifying their illness.
  • Participants are paid for Federal holidays.

Policies
Participants are expected to follow all safety, substance abuse, confidentiality and other pertinent policies at their Host Agency. We encourage Host Agency supervisors to contact us whenever they have a concern regarding their participant's performance or other issues.
